Community Capital Assistance Program
This office is responsible for the planning, development and cost effective use of the Department's Capital Funds through the Community Capital Assistance (CCA) program. This program provides funding to County Boards and non-profit organizations for the purchase, construction, and/or renovation of community housing for persons with developmental disabilities. The office also administers capital funds for its state-operated Developmental Centers. Other functions include the sale or leasing of Department property and the other DODD assets.
Rental Assistance Program
In July 2015, the Office initiated a new Rental Assistance Program (RAP) to provide tenant-based rent subsidies for persons with developmental disabilities leaving a Developmental Center or a private Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID). Subsidies are based on an individual's income and may be used in any kind of housing when the individual has a lease or rental agreement and where the housing meeting fair market rent standards and safety inspections.
HUD 811 Project Rental Assistance
Through the Section 811 Supportive Housing for Persons with Disabilities program, HUD provides funding to develop and subsidize rental housing with the availability of supportive services for very low- and extremely low-income adults with disabilities who are at least 18 but less than 62 years of age. The Section 811 program allows persons with disabilities to live as independently as possible in the community by subsidizing rental housing opportunities which provide access to appropriate supportive services. HOME Choice: Helping Ohioans Move, Expanding Choice
Ohio's HOME Choice program transitions eligible Ohioans from institutional settings to home and community-based settings, where they receive services and supports at home and in their communities. Service Providers are unique to the HOME Choice program. In addition to the array of services offered to individuals through basic Medicaid benefit or waiver programs, HOME Choice includes services beyond those currently funded by the standard Medicaid program.
